Planning dossier for a plot in Montenegro
Before you buy, sell or design, you need to know which plan applies to the plot and what it allows. We collect it from public sources into one PDF, with the source next to every figure.

What you get
Which plan applies
The planning document, its Official Gazette number, and the urban plot and zone the parcel falls in.
What the plan allows
Land use, site coverage and floor area ratios, number of storeys and building lines, as the plan states them.
Cadastre record
Parcel number and area, land type and buildings registered in the cadastre, from public Real Estate Administration data.
Orthophoto vs cadastre (optional)
Aerial image with the cadastral boundaries drawn in. Where the image shows a building that is not registered, the dossier reports it as a difference between the image and the cadastral layer.
How it works
1
Send the plot
Cadastral parcel number and cadastral municipality. A title deed is not required.
2
We find the sources
The plan in force, its maps and the cadastre record, from public registers.
3
We build the dossier
A PDF with maps, the plan parameters and the source of every figure.
4
Delivery
The dossier arrives by email; questions about it are answered within 1 business day.
What the dossier is not
- It is not a UTU. Urban planning and technical conditions are issued by the competent authority, and only they are binding for design.
- It is not a guarantee of how much can be built. The dossier reports what the plan says; the authority issuing conditions and permits decides.
- It does not establish whether a building is legal. The orthophoto only shows whether the image and the cadastral layer match: "a building visible on the image was not found in the cadastral layer used".
- It is not a land survey and does not replace measurement on site.

Who is the dossier for?
Owners planning to build or sell, buyers before they sign, and real estate agencies that want verified plot data next to a listing.
Which municipalities do you cover?
We start with Ulcinj and Bar. For other municipalities in Montenegro, send the plot and we will tell you whether the plans and data are available.
What do you need from me?
Only the cadastral parcel number and the cadastral municipality. If you have a title deed or an earlier UTU, send them and the dossier will take them into account.
What if a new plan is being prepared?
The dossier names the plan in force today and, where this has been published, notes that a new plan is in preparation.
